North Kiwanis Park Washroom Security Faces Budget Cuts

Security staffing at the North Kiwanis Park washrooms is at risk of being reduced in the new fiscal year if city council fails to secure ongoing funding. According to a report presented to the environment, utilities, and corporate services committee, the current arrangement of two full-time security personnel could revert to just three daily inspections by the Commissionaires if additional financial resources are not identified by the end of December 2024.
The project, which began in October 2024, aimed to enhance public access to washroom facilities and was funded through a total investment of $702,400. This funding included provisions for a washroom trailer and drinking water access. Originally scheduled to conclude in January 2025, the initiative received an additional $239,000, extending its duration until the end of 2025.
Concerns Over Public Washroom Security
The report underscores the challenges faced by public washrooms, particularly in areas with high foot traffic. It noted that the lack of oversight often leads to vandalism and misuse. Prior to the implementation of security staffing, the majority of reported incidents occurred at downtown washroom sites. Between May and December 2024, Kiwanis Memorial Park recorded 279 incidents, averaging approximately 34.9 incidents per month. In contrast, from January to September 2025, this number dropped to 188 incidents.
The historical cost of repairs for incidents at these facilities averages around $5,000 per occurrence, raising concerns about the financial implications of reduced security. In August alone, the washrooms were utilized 3,414 times, highlighting their importance to the community.
As city council prepares for the upcoming budget process, a business plan option for the washrooms will be submitted. Councillor Jasmin Parker requested additional information regarding potential partnerships that may help sustain the washroom services. One notable initiative is the Sawēyihtotān program, located in the Central Urban Métis Federation Inc. (CUMFI) parking lot, which not only monitors washroom use but also provides support services for those experiencing homelessness.
Pamela Hamoline, the city’s director of facilities management, indicated that a forthcoming report on potential partnerships for the downtown public washroom is expected within the next few months. She emphasized the positive feedback received from community members, stating that the presence of manned security has made the facilities feel safer for women and children. Local businesses have also expressed support for the initiative, recognizing its value to the area.
Questions About Community Engagement
During the committee meeting, Councillor Troy Davies raised concerns about the absence of representatives from CUMFI and the local business improvement district, questioning whether they were informed about the discussion. Hamoline acknowledged that she had not reached out to these organizations prior to the report but assured that feedback had been logged from the Commissionaires regarding the project.
As the city navigates these budget discussions, the future of security at the North Kiwanis Park washrooms remains uncertain. Stakeholders are encouraged to engage in dialogue to explore sustainable solutions for maintaining these essential public facilities.
