Former Shopify Executive Plans to Revive Algonquin College Campus

Algonquin College has placed its Perth campus on the market, seeking new ownership for the property that spans 12.34 acres and includes five buildings totaling over 48,000 square feet of industrial and office space. The campus, which features specialized training facilities for trades such as stonemasonry and joinery, and amenities like a gymnasium and cafeteria, is now under consideration for a potential transformation by former Shopify executive Toby Shannan.
As colleges in Ontario grapple with declining enrolments and financial pressures, Algonquin’s decision to divest the Perth campus aligns with broader trends in the education sector. The campus, located just outside Perth, Ontario, has served students in various programs, including heritage carpentry and practical nursing, but is now up for sale following a tuition freeze and reduced international student numbers. Enrolment is projected to continue until the end of August 2026.
New Vision for Heritage Training
Shannan, who retired as chief operating officer of Shopify three years ago, is advocating for the campus to be repurposed into a private, not-for-profit college dedicated to trades training in heritage conservation. He aims to finance the acquisition himself, without relying on municipal funds. “Anyone could buy it. They could put a condo there. They could put a jail there,” Shannan remarked. His vision is to create an “international centre for heritage restoration,” reflecting his deep personal connection to the trades—his father was a builder and his son is currently in the field.
The commercial real estate listing from CBRE Limited indicates that the Town of Perth is open to various alternative uses for the site, including office, industrial, and senior housing. Shannan believes the existing facilities and programs represent a significant investment made by both federal and provincial governments, with $4.5 million allocated for upgrades from 2009 to 2010. He emphasized that the campus possesses valuable resources, including tailored curricula that cater to local needs.
Challenges and Support for the Proposal
Despite his enthusiasm, Shannan faces obstacles in negotiating the purchase. He expressed frustration about the lack of communication from Algonquin College, stating he was “rebuffed” in his attempts to discuss the potential sale. The college has confirmed that it may sell the property to an external party, provided the process is open and compliant with relevant policies. Any proceeds from the sale are intended to support new academic initiatives within Algonquin College.
Support for Shannan’s plan is growing within the local community. Judy Brown, the Mayor of Perth, noted the pressing need for certified tradespeople, especially in the context of increasing housing demands. John Jordan, the Progressive Conservative MPP for Lanark-Frontenac-Kingston, also recognized the potential benefits of Shannan’s proposal, stating, “There’s overwhelming support from the community and there’s incredible potential to serve the needs of a growing market niche.”
The proposal resonates with many, including local educators. Chris Hahn, former dean of the Perth campus, highlighted the importance of finding a sustainable financial model for the new institution. He pointed out that the challenge of operating a college in Perth differs significantly from larger campuses like the one on Woodroffe Avenue in Ottawa, which serves 20,000 students.
As Algonquin College and its former campus navigate these changes, the future of the Perth site hangs in the balance. Shannan’s vision, if realized, could secure a new path for trades education in the region, fostering a renewed focus on heritage skills essential for preserving the cultural fabric of communities.
