School Board Voices Concerns on Sechelt Development Plans

The School District 46 Board of Education has expressed significant concerns regarding two major development referrals from the District of Sechelt during its meeting held on October 28, 2023. The board focused on potential traffic safety issues and long-term infrastructure impacts related to local schools.

One of the proposals under review is a 116-unit townhouse development by the Panorama Group, located on Cowrie Street. This site is adjacent to Chatelech Secondary School. The developer has stated that the property’s “significant topographical challenges” made constructing a condominium project financially unviable. Instead, the plan for townhouses aims to provide “missing middle” housing, featuring rooftop decks and private yards, targeting families seeking long-term residency near educational facilities and community amenities.

Trustees welcomed draft response letters prepared by district staff, which highlighted potential impacts on student safety and school capacity. Secretary-Treasurer Nick commented, “Shorncliffe really does need some love,” referring to the condition of the road close to the proposed development. He added, “If this response is an avenue to try and trigger that to move forward, then so much better.”

Infrastructure and Safety Concerns

The board also discussed the Sawarne Lands master plan, which includes proposals for rezoning areas for townhouses and cluster housing to the west and east of the Silverstone Care Facility. According to the District’s report, significant park land dedications, totalling more than 4 hectares, are planned alongside a conceptual road network to support future growth.

Trustees emphasized the necessity for early coordination with the Ministry of Transportation and Infrastructure, particularly concerning traffic impact assessments. The board voted to send its feedback to the District of Sechelt, advocating for improved infrastructure and proactive planning to ensure student safety and school readiness as the community continues to develop.
