The intensive care unit (ICU) at West Coast General Hospital in Port Alberni has been temporarily closed, a decision announced by Island Health on November 19, 2023. The closure, effective November 20, comes amid ongoing concerns about staffing shortages in the region. Patients requiring ICU care will need to be stabilized at the local facility before being transported to other hospitals, primarily to Nanaimo.

In response to this unexpected development, provincial health minister Josie Osborne met with local leaders, including representatives from the City of Port Alberni and the Nuu-chah-nulth Tribal Council, to discuss potential solutions. During these meetings, Osborne expressed her shared frustration regarding the closure and the communication surrounding it.

Community Leaders Voice Concerns

Osborne acknowledged the community’s distress, stating, “I also heard the serious concern about the impacts to people and the need to re-establish the ICU as soon as possible.” She committed to working on both immediate and long-term solutions to address the situation. The closure has raised alarms not only about healthcare accessibility in the Alberni Valley but also the broader implications for nearby hospitals, including Nanaimo General Hospital.

A joint press release issued by the Nuu-chah-nulth Tribal Council, Tseshaht First Nation, and Hupacasath First Nation called for emergency measures from the Ministry of Health. The release emphasized the need for adequate resources to maintain ICU operations, stating, “If there are not enough resources to ensure proper staffing, equipment and other requirements to keep an ICU open at a hospital, then emergency measures must be taken.”

Port Alberni’s Mayor Sharie Minions expressed surprise at the announcement. She noted that the city had only received one day’s notice prior to the closure. “We’re really disappointed; I think the ICU offers a critical service that is needed in our community,” she said. Despite her disappointment, Minions remains hopeful about the ICU’s future, noting that limited services would continue to be offered.

Collaborative Efforts for a Sustainable Solution

The recent meetings between Osborne and local leaders have been characterized as productive. Minions reported that all parties agreed to establish a working group focused on healthcare issues in the Alberni Valley. This collaboration is aimed at providing a unified voice to advocate for better health services in the region.

While municipalities typically do not engage directly in hiring healthcare workers, Minions mentioned ongoing efforts to enhance the community’s appeal to potential medical professionals. She indicated that the city is exploring initiatives to improve the quality of life, which could attract physicians to the area. “We’ve been working with a group of doctors for quite some time on specific lifestyle initiatives they feel will attract more physicians,” she said.

Osborne noted that senior officials from Island Health were scheduled to meet with community leaders to discuss recruitment and retention strategies in the wake of the ICU closure. The ongoing staffing challenges in the healthcare system highlight the urgent need for solutions that will ensure residents in the Alberni Valley have access to essential medical services.
