Hudson Medical Centre to Close Due to Quebec’s Health Reforms

The Hudson Medical Centre, located in Quebec, will permanently close its doors on April 1, 2024, as a direct result of recent healthcare reforms. The decision, announced by the family medicine group (GMF) Hudson, stems from changes in compensation structures that could jeopardize the clinic’s ability to operate sustainably.

According to GMF Hudson, the reforms linked doctors’ pay to the number of patients seen each day create conditions that many physicians find unacceptable. In a news release, the clinic stated, “Law 2 sets conditions in our practice that are unacceptable to a critical number of our physicians.” This restructuring has prompted significant concern among the clinic’s staff and patients alike.

Impact of Law 2 on Patient Care

The Hudson Medical Centre transitioned into a family medicine group in 2021, expanding its team to include nurse practitioners, doctors, nurses, and administrative staff. This change aimed to enhance patient care through a multidisciplinary approach. However, the financial burden of increased staffing coupled with the new payment structure has rendered the clinic no longer viable.

“Despite every effort to maintain operations and continue providing care to our community, the clinic is no longer financially sustainable as a business,” the doctors emphasized. They expressed frustration over the implications of Law 2, which prescribes the number of patients a physician must see and the conditions under which this care is delivered.

The doctors elaborated, stating, “Law 2 makes this kind of medicine impossible. It dictates how many patients a doctor must see, how quickly, how often, and under conditions that do not allow the time or attention patients need and deserve.”

The closure announcement has resonated throughout the community, with numerous patients expressing their dismay on social media. One user remarked, “My family and I have received extensive and in-depth care for 26 years. To be forced to make this wrenching decision in today’s world is disgusting.” Many community members have also signed a petition urging the National Assembly to repeal Law 2.

Concerns Over Patient Privacy

In addition to financial pressures, the clinic criticized provisions within Law 2 that allow government inspectors to access patient files. The legislation stipulates that inspectors cannot be held liable for actions taken in good faith during their inspections, raising concerns about patient confidentiality.

The doctors of GMF Hudson stated, “We believe this violates the very foundation of medicine – trust and confidentiality between a patient and their physician. Our patients’ medical information is sacred. We will never compromise confidentiality or allow anyone to access a patient’s chart for bureaucratic control.” They reaffirmed their commitment to protecting patient privacy as a non-negotiable principle.

As the clinic prepares to close, patients will receive updates directly from their physicians regarding their future care and whether their doctors will continue practicing elsewhere.

“Closing the clinic is the most painful decision of our professional lives, but continuing under conditions where patient care would inevitably suffer is something we simply cannot and will not do,” the doctors concluded.
