Saskatoon Central Library Construction Set for $150 Million Completion

Construction of Saskatoon’s new central library has reached a significant milestone, with the final project cost confirmed at $150 million. The Saskatoon Public Library (SPL) announced that the library is on schedule for completion in 2027, despite the total being $16 million above the initial estimate.
In September 2023, the library board had to cancel an earlier construction tender due to bids exceeding the budget. This led to the search for a new construction manager and a revised plan aimed at controlling costs. Although the final budget remains over the original target of $134 million, SPL officials have assured the public that the additional funds will be sourced from existing reserves. This approach will prevent any increases to the library levy for taxpayers.
According to SPL, property tax increases outlined in the original funding plan from 2009 will still be implemented. Homeowners can expect their library levy to rise by approximately $1.60 per year in 2026, with no further increases anticipated in 2027.
SPL CEO Carol Shepstone expressed gratitude to the project team for their efforts in managing the costs effectively. “So much has changed in the world since this project was originally approved in 2019, and their efforts have been pivotal in ensuring Saskatoon taxpayers will not shoulder any additional costs,” said Shepstone.
Comprehensive Budget Breakdown
The final budget for the library encompasses all aspects of the project. This includes expenditures related to land acquisition, construction, engineering, and project management. Furthermore, the budget allocates nearly $3 million for potential tariff impacts and an additional $8 million for other contingencies.
SPL’s commitment to transparency and fiscal responsibility aims to reassure residents that the project remains on track without further financial burdens. As the development progresses, the library is set to become a vital resource for the community, reflecting both the growth of Saskatoon and the importance of investment in local infrastructure.
