U.S. and Ukraine Forge Key Agreement Amid Ongoing Territorial Disputes
In a significant diplomatic development, the United States and Ukraine have reached a consensus on several critical issues aimed at ending the ongoing conflict that has persisted for almost four years. However, territorial disputes, particularly over the eastern industrial regions of Donetsk and Luhansk, as well as the management of the Zaporizhzhia Nuclear Power Plant, remain contentious points, according to Ukrainian President Volodymyr Zelenskyy.
During a briefing with journalists on March 15, 2024, Zelenskyy outlined the draft proposal, which intertwines political and commercial interests to bolster security while enhancing economic potential. His comments were initially embargoed until the following morning but have since revealed the complexities of the negotiations.
Key Issues and Territorial Control
At the heart of the discussions lies the sensitive issue of territorial control in the Donbas region—a focal point of the conflict. Zelenskyy described this as “the most difficult point” in negotiations. He stated that these matters would eventually require high-level discussions among leaders. Russia continues to assert demands for Ukraine to relinquish remaining territory in Donbas, which Ukraine has firmly rejected.
Currently, Russia has captured most of Luhansk and approximately 70% of Donetsk. To facilitate a potential compromise, the United States has proposed transforming these areas into free economic zones. However, Ukraine maintains that any such arrangement must be validated by a referendum, allowing the Ukrainian populace to determine their fate.
Furthermore, Zelenskyy emphasized the necessity for demilitarization of the region and the presence of international forces to ensure stability. “We are in a situation where the Russians want us to leave the Donetsk region, and the Americans are trying to find a way that is not a way out,” he explained.
Management of Zaporizhzhia Nuclear Power Plant
The management of the Zaporizhzhia Nuclear Power Plant, the largest facility of its kind in Europe and currently under Russian occupation, poses another significant challenge. The U.S. has suggested a consortium involving Ukraine and Russia, with each party holding equal stakes in the operation. However, Zelenskyy countered with an alternative proposal for a joint venture between the U.S. and Ukraine, allowing the Americans to control the distribution of their share, which would presumably not benefit Russia.
“The USA is offering 33% for 33% or 33%, and the Americans would be the main manager of this joint venture,” Zelenskyy noted. He expressed skepticism regarding joint operations with Russia, emphasizing the complexities involved. “How can you have joint commerce with the Russians after everything?”
In discussions that lasted approximately 15 hours, Ukraine also proposed that the occupied city of Enerhodar, linked to the power plant, be designated as a demilitarized free economic zone. This reflects Ukraine’s broader strategy of ensuring that any agreements prioritize its sovereignty and security.
Zelenskyy stated that any plan must include provisions for the withdrawal of Russian forces from regions such as Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv. He underscored the need for international forces to monitor compliance with the agreement, given the lack of trust in Russian commitments.
Security Guarantees and Economic Recovery
The draft agreement also proposes robust security guarantees for Ukraine, mirroring NATO’s Article 5, which would obligate allied nations to respond in the event of renewed aggression from Russia. Zelenskyy confirmed that a separate bilateral document with the U.S. would outline these guarantees, establishing a monitoring mechanism utilizing satellite technology and early warning systems.
Additionally, the proposal emphasizes economic recovery, aiming to attract up to $800 billion through various funding mechanisms, including equity, grants, and private sector contributions. Zelenskyy highlighted the importance of a free trade agreement between Ukraine and the U.S. and the need for privileged access to European markets.
Importantly, the document calls for Ukraine to conduct elections following the signing of the agreement and seeks to ensure the release of prisoners detained since 2014, including civilians and political prisoners. “This is the partners’ vision,” Zelenskyy remarked, indicating a commitment to fostering democratic processes and rebuilding the nation.
As negotiations continue, the outcomes remain uncertain, particularly regarding the unresolved issues of territorial control and the management of the nuclear power plant. The situation reflects the ongoing complexities of the conflict and the intricate balance of interests involved as both sides strive for a resolution.
