Budanov Set to Serve as New Chief of Staff for Zelensky
Kyrylo Budanov will assume the role of chief of staff for Ukrainian President Volodymyr Zelensky, marking a significant transition in the country’s leadership. Budanov, known for his secretive nature, has gained notoriety as the head of Ukraine’s military intelligence agency, the GUR. His reputation stems from orchestrating several key operations against Russian targets, including a notable explosion on the Crimean Bridge in 2022.
At just 39 years old, Budanov has risen to prominence while largely maintaining a low profile. He is often referred to in Ukrainian media as the man “without a smile.” His limited disclosures about his personal life have only added to his enigmatic persona. After accepting the chief of staff position, he emphasized his commitment to “defeat the enemy, defend Ukraine, and work to achieve a just peace.”
Background and Military Career
Budanov was relatively unknown to the public when he took over as the head of GUR in August 2020. Originally from Kyiv, he pursued military studies at a facility in Odesa before being deployed in 2014 to combat Russian-backed separatists in eastern Ukraine. His involvement in a commando raid in Crimea in 2016, which resulted in the deaths of some Russian agents, signifies his early engagement in high-stakes operations. Budanov has publicly acknowledged suffering injuries three times during his service, including a serious shrapnel wound near his heart and a gunshot wound to his elbow, which has left him with a noticeable stiffness in his arm.
Throughout his career, Budanov has faced numerous assassination attempts, with a GUR spokesman confirming that he has been targeted in “more than 10” incidents. Notably, an explosion destroyed his car in Kyiv in 2019, an attack attributed to Russian security forces. By the age of 35, he became one of Ukraine’s youngest generals. His foresight regarding a potential large-scale Russian invasion in February 2022 set him apart as a strategist, even as many in the international community remained skeptical of Russia’s intentions.
Strategic Operations and Popularity
Budanov has been credited with several successful operations inside Russia, including a drone strike on an oil refinery in Saint Petersburg in January 2023. These actions have bolstered his standing among the Ukrainian populace, who view him as a symbol of resistance. He received a standing ovation at an international conference in Kyiv in September 2023, a testament to his popularity and the respect he commands among officials and citizens alike. In 2024, Zelensky recognized his efforts by naming him a “Hero of Ukraine.”
Despite his acclaim at home, Budanov remains a high-value target for the Russian government. Since the onset of the invasion, Russian forces have attempted to strike the GUR headquarters in Kyiv on at least two occasions, with claims in May 2023 suggesting that Budanov had been killed. In a separate incident, his wife reportedly survived an assassination attempt involving poisoning.
Despite the dangers he faces, Budanov has indicated that operations against Russian infrastructure will likely increase. On February 1, 2024, he warned of a potential surge in attacks. Just hours later, his agency claimed responsibility for sinking a Russian warship in Crimea, further underscoring his proactive approach to military strategy.
As Budanov steps into this new role, his direct access to President Zelensky positions him to influence Ukraine’s ongoing response to the conflict with Russia significantly. His strategic acumen and combat experience will likely play a crucial role in shaping Ukraine’s future military and diplomatic efforts.
