World AIDS Day 2023 Highlights Urgent Need for Support Amid Funding Cuts

World AIDS Day, observed on December 1, serves as a pivotal moment to reflect on the ongoing challenges posed by HIV and AIDS both locally in York Region and globally. The theme for this year is “Overcoming disruption, transforming the AIDS response,” highlighting the significant impact of recent funding cuts on HIV/AIDS initiatives worldwide.

In early 2025, the U.S. Government paused much of its foreign aid and ended its funding agreement with UNAIDS. This decision is particularly concerning as the U.S. has historically provided approximately two-thirds of international financing for HIV prevention in low- and middle-income countries. As a result, essential prevention services face serious risks, although not all funding has been confirmed as entirely halted.

Jonille De Los Santos, the healthy living manager for York Region, emphasized that global funding cuts can strain local services, particularly those assisting new immigrants. These cuts not only increase HIV incidences abroad but also disrupt drug supplies and surveillance efforts. “Together, through compassion and awareness, we can end stigma and move closer to ending AIDS in Canada and beyond,” De Los Santos stated.

HIV, or Human Immunodeficiency Virus, is a sexually transmitted infection that can lead to AIDS if left untreated. The virus attacks T-helper cells, critical components of the immune system, leading to severe health complications over time. In its report dated December 31, 2022, the federal government noted a decrease in new HIV cases from 1,757 in 2019 to 1,325 in 2020, reflecting a drop of around 25 percent. However, the COVID-19 pandemic significantly disrupted testing and treatment services, leading to a rise in new cases to 1,833 by 2022, comparable to pre-pandemic levels.

De Los Santos reiterated the importance of HIV awareness in York Region, highlighting that HIV remains a pressing public health concern intertwined with issues of race, gender, income, and stigma. A lack of information can perpetuate harmful stereotypes and deter individuals from seeking necessary care.

Pre-exposure prophylaxis (PrEP) is a daily oral medication or long-term injection proven to be highly effective in reducing the risk of HIV infection. “It’s important to have these conversations openly to boost awareness about HIV, testing, and treatment options available and to reduce stigma,” De Los Santos remarked.

York Region Sexual Health Clinics have partnered with GetaKit to offer free lab-based testing for sexually transmitted infections, including self-test HIV kits that individuals can use privately at home. De Los Santos encouraged those concerned about the impact of global HIV/AIDS funding cuts to engage with local organizations, participate in petitions, support social media campaigns, and advocate for policies that protect access to HIV services.
