Qatar and Egypt Urge Steps for Gaza Truce Implementation

Qatar and Egypt have called for significant actions to be taken towards fully implementing the fragile ceasefire in Gaza. On Saturday, both nations, acting as guarantors of the ceasefire, urged the withdrawal of Israeli troops and the establishment of an international stabilisation force as critical next steps. These measures are part of a peace plan supported by the United States and the United Nations, which has largely succeeded in halting hostilities in the region.

Since the ceasefire took effect on October 10, 2023, there has been a notable reduction in fighting between Israel and Hamas. Initial steps of the agreement included Israeli forces pulling back to a designated “yellow line” within Gaza and Hamas releasing hostages, alongside the return of the remains of most deceased individuals. Nonetheless, the warring parties are still in discussions regarding the next phase of the agreement.

Calls for International Stabilisation Force

During the Doha Forum, an annual diplomatic conference, Sheikh Mohammed bin Abdulrahman Al Thani, Qatar’s Prime Minister, emphasized the crucial nature of the current moment. He stated, “A ceasefire cannot be completed unless there is a full withdrawal of the Israeli forces, and there is stability back in Gaza.” This sentiment reflects the urgency for comprehensive measures to solidify the truce.

Egypt’s Foreign Minister, Badr Abdelatty, echoed these concerns, describing the necessity of deploying an international stabilisation force promptly, citing ongoing violations of the ceasefire by Israeli forces. He remarked, “We need to deploy this force as soon as possible on the ground.” The reluctance of some Arab and Muslim nations to participate in the force, fearing it may engage with Palestinian militants, poses a challenge to these plans.

Turkey’s Foreign Minister, Hakan Fidan, also spoke at the forum, underscoring that discussions regarding the stabilisation force are ongoing. He highlighted the importance of separating Israelis and Palestinians as a primary objective of the force, which has yet to be formally established. Fidan stated, “This should be our main objective. Then we can address the other remaining issues.”

Governance and Humanitarian Aid in Focus

Following the next phase of the ceasefire agreement, Israel is expected to withdraw from its positions in Gaza, allowing for the establishment of an interim authority to govern the area. While Hamas is supposed to disarm under the terms of the agreement, the militant group has consistently rejected this stipulation.

During the discussions, Sheikh Mohammed pointed out that the guarantors of the truce are actively working together to facilitate progress. He called for a “lasting solution that provides justice for both people,” aiming for a more permanent resolution to the ongoing conflict.

A key aspect of the ceasefire plan includes reopening the Rafah crossing between Gaza and Egypt to allow humanitarian aid into the region. Although Israel announced it would permit exit from Gaza to Egypt, Egypt quickly refuted this, insisting that the crossing must operate in both directions. Abdelatty emphasized that Rafah “is not going to be a gateway for displacement. It’s only for flooding Gaza with humanitarian and medical care.”
