Mobile Clinic Launches to Alleviate Pressure on Kemptville Hospital

A new mobile clinic initiative has been launched to support Kemptville District Hospital in Ontario, aiming to ease the burden on its emergency services. The West Ottawa HART Hub, which focuses on homelessness and addiction recovery, began this pilot project in January 2024. This program allows the hospital to summon a mobile team that addresses substance use and housing challenges directly in the community.

The mobile team includes a registered nurse, a social worker, and a case manager, equipped with a specialized van that serves as a “clinic on wheels.” According to Anthony Desloges, a physician assistant and clinical manager at the West Ottawa HART Hub, Kemptville was selected for this project due to its status as “a growing community with a clear service gap for substance use health.” The mobile clinic aims to fill this gap by providing essential services to residents who may otherwise face barriers to accessing care.

Addressing Local Health Care Needs

Kemptville District Hospital, located approximately 50 kilometers from Ottawa, often faces challenges in meeting the needs of its patients, particularly those requiring specialized support. Katie Hogue, the hospital’s vice-president of clinical services and chief nursing executive, highlighted that while the hospital has access to a social worker, it lacks a comprehensive array of specialized services.

“There have been times when patients were unnecessarily admitted to the hospital to receive social support,” Hogue noted. The introduction of the mobile clinic is intended to prevent such admissions by providing timely assistance and managing cases before they escalate to emergency situations.

The program is particularly timely as the West Ottawa HART Hub prepares to open its main centre in Bells Corners in March 2024. Until then, the mobile unit serves as a vital resource for Kemptville and potentially other rural areas in the future.

Expanding Access to Care

The HART (Homelessness and Addiction Recovery Treatment) hubs across Ontario were established to offer comprehensive support for individuals grappling with addiction and mental health issues. However, they do not provide supervised drug consumption services, especially following a change in government policy in 2024 that closed ten such sites across the province.

The Ontario government has since opened 23 HART hubs, with plans for an additional five locations by 2026. This expansion reflects a growing recognition of the need for integrated health care solutions in rural and underserved communities, like Kemptville.

The mobile clinic initiative represents a proactive approach to healthcare, addressing both immediate medical needs and broader social issues related to housing and substance use. As Hogue emphasized, the goal is to create a system that not only treats patients but also supports them in their overall recovery journey.

The response to this pilot program will be closely monitored, as stakeholders hope that its success in Kemptville can pave the way for similar services in other rural regions of Ontario and beyond.
