Cranbrook Chamber Advocates for Fair Development Cost Charges
The Cranbrook Chamber of Commerce has released a Consultation Summary Report addressing proposed updates to Development Cost Charges (DCC) in Cranbrook. This report consolidates feedback gathered during a recent consultation session with the City of Cranbrook, focusing on the urgent need for funding growth-related infrastructure. Chamber members engaged directly with city staff, discussing the pressures of infrastructure funding, rising construction costs, and the implications of potential DCC increases.
The chamber recognizes that investing in infrastructure is vital for supporting growth, ensuring service reliability, and maintaining long-term economic health. Given the rising construction costs, increased density, and provincial mandates for growth, the chamber asserts that decisions regarding infrastructure funding cannot be postponed indefinitely.
Concerns Over Cost Recovery and Competitiveness
Despite acknowledging the necessity of infrastructure investment, the chamber stresses the importance of how these costs are recovered. “There is no cost-free option,” the report states, warning that if growth-related infrastructure costs are not recovered through DCCs, the financial burden will ultimately fall on existing businesses and residents through increased taxes, utility charges, or decreased service reliability.
The report also expresses concerns that significant or poorly structured increases in DCCs could undermine Cranbrook’s competitiveness. This is particularly relevant for smaller projects, downtown redevelopment, and incremental business expansions, all of which are crucial for local employment and revitalization.
Members of the chamber identified several key themes in their discussions: the necessity to evaluate DCCs within the broader context of the total cost of building and investing in Cranbrook; the risks to competitiveness if increases are not accompanied by mitigation tools; and the potential for disproportionate impacts on smaller commercial renovations and infill projects. The chamber shares the city’s views on the importance of predictability, transparency, and effective communication.
Conditions for Supporting DCC Increases
The Consultation Summary Report outlines specific conditions under which the chamber would support increases to DCCs. These conditions include the establishment of a published cost-sharing framework grounded in fairness, competitiveness, sustainability, and transparency. Moreover, the chamber advocates for the implementation of a mandatory monitoring and response framework to accompany any DCC increase.
This framework would require annual reporting on development activity, infrastructure costs, and DCC revenue performance. It also calls for predefined triggers to review the situation if development slows or if costs exceed expectations, along with predetermined response actions such as adjusting project phasing or activating non-DCC mitigation tools.
“Support for DCC increases must be tied to accountability,” the report emphasizes. The chamber insists that monitoring, triggers, and response actions should be established at the time of approval, rather than as future discretionary steps.
In addition to these measures, the chamber encourages the city to focus on promoting infill, redevelopment, and downtown renewal through tools outside the DCC framework. This could include ongoing assessments of permit process improvements, redevelopment credits, targeted tax exemptions, and enhancing front-end clarity to minimize unexpected costs.
The report also highlights opportunities for collaboration with senior levels of government to secure additional infrastructure funding, especially in light of recent provincial density changes enacted under Bill 44.
The chamber reaffirmed its commitment to ongoing collaboration with the city, emphasizing structured consultation, shared advocacy, and continuous engagement with the business community. “The DCC discussion is ultimately about responsibility, timing, and predictability,” the report concludes. “A balanced, integrated approach is essential to protect investment confidence while ensuring Cranbrook can fund the infrastructure needed for sustainable growth.”
