TSA Agents Work Without Pay as U.S. Government Shutdown Enters Second Day

A government shutdown affecting the U.S. Department of Homeland Security began early on Saturday, leading to Transportation Security Administration (TSA) agents working without pay. The shutdown has raised concerns among travelers, who are recalling the prolonged disruption caused by a previous 43-day government shutdown that resulted in significant flight cancellations and delays.

This latest funding lapse for the Department of Homeland Security (DHS) comes as lawmakers are unable to reach an agreement on the agency’s annual budget. During the previous shutdown, TSA officers continued to work, and as of now, approximately 95% of TSA personnel are classified as essential and required to maintain operations, according to the department’s contingency plan. Unlike the last shutdown, air traffic controllers, who are employed by the Federal Aviation Administration (FAA), will continue to receive pay, which may help mitigate the risk of widespread flight cancellations.

Impact on Air Travel and Security Lines

Travel industry representatives, including groups like U.S. Travel and Airlines for America, have warned that prolonged lapses in DHS funding may lead to increased security wait times at airports across the nation. John Rose, Chief Risk Officer at Altour, a global travel management firm, noted that the memory of the prior shutdown may lead to quicker strains at security checkpoints. “It’s still fresh in their minds and potentially their pocketbooks,” he remarked, emphasizing the potential for disruptions to build up again over time.

Experts have pointed out that even minor unscheduled absences among TSA officers could result in longer wait times, particularly at smaller airports with limited personnel. Passengers are advised to arrive early and allow extra time for security clearance. Rich Davis, Senior Security Advisor at International SOS, mentioned that airlines might delay departures to accommodate passengers still undergoing screening.

Preparing for Travel During the Shutdown

In anticipation of potential security delays, travelers should not wait until their departure day to check airport security line wait times. Many airports provide real-time updates on their websites, but checking these updates well in advance is crucial. Rose cautions that travelers may find significant wait times just as they are getting ready to leave for the airport, which could complicate their travel plans.

Packing properly is another important consideration. Prohibited items, such as full-size liquids and sharp objects, can prolong the screening process. The TSA maintains a comprehensive list of allowed items for both carry-on and checked luggage, which passengers should consult before their flights.

As TSA agents navigate the challenges of working without pay, travelers are encouraged to exhibit patience and understanding. “Not only are they not getting paid,” Rose stated, referring to TSA agents, “they’re probably working with reduced staff and dealing with angry travelers.”

The shutdown’s duration remains uncertain, as negotiations between the White House and Democratic lawmakers continue. Lawmakers were unable to reach a deal before the recent recess, though they are on alert to return if an agreement is reached. Democrats have indicated they will not support further funding for DHS until new restrictions on federal immigration operations are put in place following recent tragic events.

In a joint statement, industry leaders warned that the shutdown threatens to disrupt air travel significantly as the busy spring break travel season approaches. “Travelers and the U.S. economy cannot afford to have essential TSA personnel working without pay, which increases the risk of unscheduled absences and call outs, and ultimately can lead to higher wait times and missed or delayed flights,” the statement cautioned.
