B.C. Teachers Approve New Contract with 3% Annual Wage Increase

Teachers in British Columbia have ratified a new collective agreement that promises a significant wage increase and improved support for students. Members of the B.C. Teachers’ Federation (BCTF) voted overwhelmingly in favor of the four-year contract, with 91% of those who cast ballots supporting the deal, which includes a 3% annual wage boost for the next four years.

The announcement was made by Carole Gordon, president of the BCTF, who emphasized that this agreement will enhance resources available to school-aged children across the province. “That advocacy that we’ve been doing sees some modest improvements here for kids and for classrooms, and for public education,” Gordon stated during an interview.

Key Features of the Agreement

The contract results from a year of negotiations that focused on several priorities, including better classroom conditions, enhanced mental health support for children, and strategies to recruit and retain teachers. Among its commitments, the agreement includes provisions to hire additional counselors, learning assistance teachers, and special education resource teachers in schools throughout the province.

Gordon noted that the deal was reached prior to a tragic incident in Tumbler Ridge, which highlighted the urgent need for increased mental health resources in schools. “What we’re seeing here is a commitment to better supports for kids, particularly through counselors and psychologists,” she explained.

Additional benefits outlined in the agreement include increased preparation time for elementary school teachers and special allowances for psychologists, Indigenous language teachers, and educators working in rural and remote areas. However, Gordon acknowledged that while the union secured a modest increase in prep time for elementary teachers, they were unable to achieve similar enhancements for secondary school teachers. Moreover, the agreement does not address class size reductions, a goal that has remained unmet for over 25 years.

Government Support and Next Steps

The Ministry of Finance in British Columbia responded to the ratification by stating that the agreement aligns with the government’s balanced measures mandate, which aims to support public sector priorities. The ministry confirmed that the deal includes additional funding to enhance classroom support and address teacher workloads.

As the agreement moves forward, B.C.’s 60 education boards are expected to vote on ratification on March 15, 2024. The BCTF will continue its efforts to advocate for improved classroom conditions and increased resources for educators. The B.C. Public School Employers’ Association is still in the process of finalizing the contract, and a public release will follow once ratification is complete.

If fully ratified, the contract will be retroactive to July 1, 2025, and will remain in effect until June 30, 2029. The voter turnout for the BCTF ratification was noted to be 67% of its members, reflecting active engagement in the decision-making process.
