Safety Risks Rise at Nashville Airport Due to Controller Shortage

Nashville International Airport’s air traffic control tower is facing significant safety concerns due to a critical shortage of certified controllers and outdated technology. With air traffic reaching record levels, experts warn that the risks associated with inadequate staffing are alarmingly high. On August 16, 2023, an American Airlines flight was ordered to perform a go-around after a runway incursion risk was identified, highlighting the precarious situation at the airport.
Staffing Shortages and Safety Risks
Currently, Nashville’s control tower operates with approximately 30 certified controllers, often falling below the Federal Aviation Administration (FAA) mandated minimum of 12 controllers per shift. This staffing deficiency has persisted despite a recent initiative aimed at reducing workloads. As a result, controllers are experiencing high levels of stress and burnout, which some have described as creating a toxic work environment.
The number of certified controllers at Nashville International has decreased since 2015, even as the airport’s airspace expanded by five miles. This expansion coincides with a marked increase in traffic, placing additional responsibilities on an already strained workforce. According to a retired air traffic controller, the situation is precarious: “It’s like a ticking time bomb. Sooner or later, something has to go wrong,” he stated in an interview with The Tennessean.

The ongoing shortage of controllers and reliance on aging technology will likely result in tighter operating constraints for airlines at Nashville International. This could lead to more ground-delay programs and increased miles-in-trail requirements from the FAA, forcing airlines to adapt their schedules, deploy reserve crews more frequently, and manage fuel consumption less efficiently.
Such irregular operations can significantly elevate costs for airlines, negatively affecting key performance indicators such as on-time arrivals and completion rates, especially during adverse weather conditions. Passengers may experience increased variability in their travel, including longer taxi times, rolling delays, and tighter rebooking inventories.
The safety concerns are profound; as air traffic increases, the margin for error diminishes. Lower staffing levels in air traffic control towers are a significant risk factor that must be addressed urgently. In the short term, airlines may need to adjust their flight schedules and reduce peak operations to mitigate risks.
Potential Solutions to the Crisis
Addressing the staffing crisis at Nashville International requires a multi-faceted approach. The FAA must prioritize the recruitment of trained and experienced controllers while also enhancing the working conditions for those currently in the field. The replacement of the control tower, estimated to cost between $12.5 million and $25 million, is also underway, but it will take time to implement effective changes.
