Halifax Water Rate Hike Approved for 2026 Amid Infrastructure Needs

Customers of Halifax Water will experience a significant rate increase in the new year, following a ruling from the provincial regulator. The Nova Scotia Regulatory and Appeals Board has approved a minimum rate hike of 20 percent, effective January 1, 2026, pending a final review of the utility’s compliance report.

Halifax Water requested the increase to address rising operational costs driven by inflation and to fund necessary repairs of its aging infrastructure. According to the Canadian Infrastructure Council, more than 10 percent of wastewater systems across Canada are in poor condition, highlighting the urgent need for substantial upgrades to prevent system failures.

The board’s decision comes after it rejected a more substantial proposed increase of 35.6 percent, citing concerns that such a jump would create “rate shock” for customers. This rejection emphasizes the board’s commitment to balancing the utility’s financial needs with the economic realities faced by residents.

In addition to the approved rate hike, Halifax Water is required to adhere to several directives from the board. These include updating its Rate Affordability Study and identifying more effective strategies for managing its debt. The board’s directives aim to ensure that the utility remains sustainable while providing essential services to the community.

Halifax Water must submit a compliance report to the regulatory board before the new rates can be finalized. This report will outline the steps the utility plans to take to manage its financial obligations and service improvements effectively.
