Brandon Hospital Urgently Addresses Staffing Crisis in ER

The emergency department at the Brandon Regional Health Centre is facing a significant staffing crisis, prompting hospital doctors to reach out directly to Manitoba‘s Health Minister, Uzoma Asagwara. In a letter, medical staff described the emergency room as being “on the brink of collapse,” citing severe shortages and increased patient demands, particularly from those under the influence of methamphetamine.

The appeal highlights a growing concern over the impact of previous government policies on healthcare capacity. “Had the previous government focused on building capacity instead of cutting it, Brandon would be in a much better position,” said Asagwara, reflecting on the challenges that have persisted since the Progressive Conservative government’s tenure.

In the letter addressed to Asagwara, the doctors expressed alarm over a “dire staffing crisis” that has resulted in experienced nurses resigning due to unsafe conditions and excessive overtime. The letter detailed the alarming statistic of a 34 percent vacancy rate for emergency physicians, which spiked to 42 percent in January 2023. This situation left shifts increasingly understaffed, with reports of single physicians managing high volumes of critically ill patients during peak hours.

Throughout 2024, attempts to rectify these issues included increasing educational resources for nursing and medical professionals, as well as initiatives to recruit more staff. Yet, these measures have not resulted in substantial improvement. For instance, in August, Prairie Mountain Health struggled to fill ten vacant ER shifts, prompting urgent requests sent to physicians to cover the gaps.

By December, the staffing situation had deteriorated further, with only one doctor available in the ER for a total of 185 hours during the holiday season. A memorandum sent to staff indicated that physician shortages would likely persist, leading to critical coverage concerns. During the holidays, there were instances where only one doctor was present, including from 15:30 on Christmas Eve until 15:30 on Christmas Day.

Patient experiences have also underscored the severity of the crisis. An example is Bev Storie, a 75-year-old patient who waited seven hours for treatment of a suspected bladder infection. While the attending staff provided compassionate care, they were stretched thin, with nurses working double shifts due to ongoing shortages.

The Brandon Regional Health Centre is designed to operate with six physician shifts daily to ensure adequate coverage. As highlighted in the doctors’ letter, the current situation is neither safe nor sustainable.

As the province approaches its next election in 2026, the NDP government, alongside healthcare authorities, faces increasing scrutiny over their handling of the staffing crisis. Despite more than two years to address these issues since the 2023 election, effective solutions remain elusive.

While it is important to recognize that wait times at other major hospitals, such as St. Boniface Hospital and the Health Sciences Centre, average around 14.75 hours and 11.75 hours respectively, the persistent issues at the Brandon facility indicate a deeper systemic problem. As the government and health authorities continue to grapple with the crisis, the urgency for solutions that support both staff and patients cannot be overstated.
