Construction Delays for New Roseway Manor in Shelburne Persist
After more than two years of anticipation, construction on the new Roseway Manor in Shelburne has not yet commenced, despite plans for a groundbreaking in spring 2025. The facility is set to replace the aging Roseway Manor, which has been a long-term nursing home for the community.
The redevelopment project, estimated to cost $100 million, was first announced on November 21, 2023. It aims to provide a modern facility that meets the needs of Shelburne’s residents. During a community open house on January 30, 2024, architectural plans and renderings were unveiled, showcasing a two-storey building featuring seven self-contained care wings, each equipped with its own dining area and dedicated staff. The new facility will include 112 single residential rooms, each with a private bathroom, along with a large community room that opens to a terrace and garden area.
As of February 11, 2024, the site where the new Roseway Manor is to be built remains uncleared. Rasmey Duff, CEO of the MacLeod Group, which operates the current Roseway Manor, stated, “We have an approved contractor to clear the site based on award of low-price tender. We are awaiting final decision by government to proceed.”
The provincial Department of Seniors and Long-Term Care is actively involved in the project. Kristen Rector, a communications advisor for the department, emphasized the importance of the new facility for the community, saying, “We know how important it is to residents, staff, and the community of Shelburne. Large infrastructure projects like this take several years to develop, build, and complete.”
Local government officials have expressed strong support for the redevelopment. Last fall, five municipal units in Shelburne County wrote to the province, urging prioritization of the Roseway Manor project. They highlighted that the existing facility’s infrastructure has deteriorated, impacting the dignity and safety of vulnerable residents.
In response to concerns raised, Minister of Seniors and Long-Term Care Barbara Adams noted that discussions would be necessary to address the project’s budget, which exceeded initial estimates. She indicated that the department had advised the project team to seek ways to reduce costs, and discussions would commence soon.
Rector assured the community that updates regarding the project will be communicated as soon as they become available, indicating the ongoing commitment to the redevelopment of Roseway Manor. The community continues to await the start of a project that is essential to improving long-term care in Shelburne.
