Kawartha Lakes Council Reflects on Leadership Transition and Achievements
The December 9, 2023, meeting of the Kawartha Lakes Council served as a platform for reflection on past achievements and a transition in leadership. Outgoing Deputy Mayor Charlie McDonald presented his final report, summarizing the key accomplishments and priorities that characterized his two-year tenure. McDonald emphasized that collaboration with fellow council members and municipal staff was essential in advancing significant initiatives during his time in office.
In his report, McDonald stated, “Together we achieved a lot this year, even with all the challenges we face. I believe that we’re on the right track. It’s been very educational, it’s been very rewarding, and I couldn’t have done it without all of your support.” One of the notable achievements highlighted was the municipality’s Short-Term Rental (STR) program, which recently secured over $450,000 in grant funding over three years. This funding aims to enhance the program’s efficiency and response times.
Key Initiatives and Future Focus
Customer service formed another pivotal focus during McDonald’s term. He outlined efforts to establish new service standards, which are designed to improve consistency and transparency in addressing residents’ service requests. The goal is to make municipal operations more accessible and accountable to the community. Additionally, protecting stable housing remained a priority. McDonald noted the council’s commitment to ensuring residents have the resources to combat renovictions, underscoring their dedication to housing stability across Kawartha Lakes.
Reflecting on his experience during the March ice storm, McDonald shared that lessons learned during this incident have guided ongoing preparations for large-scale weather emergencies. As chair of the Budget Committee, he pointed out what he termed historic investments in infrastructure and increased policing, all while maintaining a commitment to cost control.
Mayor Doug Elmslie acknowledged McDonald’s contributions over the past two years, stating, “I really appreciate everything he’s done over that period of time.” Elmslie noted that McDonald’s collaborative approach has enabled the municipality to navigate economic pressures while keeping its priorities intact. Ron Taylor, Chief Administrative Officer, also recognized McDonald’s work, particularly in enhancing customer service and operational efficiency, asserting that the groundwork laid this year will benefit the municipality and its residents in the long term.
Following McDonald’s report, the council selected its next Deputy Mayor. Tracy Richardson, Councillor for Ward 8, was acclaimed to the role for a 12-month term commencing on January 1, 2024. Nominated by McDonald, Richardson has been recognized for her leadership on significant municipal projects, such as guiding the Growth Management Strategy and Development Charges strategy to completion.
In her acceptance remarks, Richardson expressed gratitude to the council and emphasized the strength and dedication she has observed in her colleagues. “Serving alongside each of you has shown me the strength, dedication, and heart that drive our municipality forward,” she said. She also indicated that her focus for the coming year will be on enhancing community engagement through the customer service strategy while continuing the momentum established during McDonald’s term.
The December meeting thus marked both a conclusion and a new beginning, providing an opportunity to reflect on a productive term while recognizing the leadership set to guide Kawartha Lakes into the future.
