The Town of Golden has published its Year in Review for 2025, outlining significant achievements across various departments. Key highlights include a new collective agreement with the Canadian Union of Public Employees (CUPE) local 2309, updates to the municipal strategic plan, and advancements in community infrastructure and services.

Executive Administration and Community Development

A major accomplishment for the Town was the ratification of a new collective agreement with CUPE local 2309, which represents approximately 45 full and part-time workers. The three-year agreement, effective from January 1, 2026, includes a commitment to equity among staff through standardization of a 37.5-hour work week, an annual 3% wage increase, and the introduction of a joint job evaluation program.

Additionally, the Town of Golden undertook a comprehensive review of its Municipal Strategic Plan between July and September 2025. The updated plan reflects the evolving challenges and opportunities facing the municipality. These updates account for significant social, economic, and environmental changes observed over the past three years.

The newly developed Resort Development Strategy aims to align with the Province’s Resort Municipality Initiative. This strategy, supported by the RDS Advisory Committee, focuses on enhancing cultural vibrancy, diversifying municipal tax revenue, and increasing Indigenous tourism opportunities in collaboration with the Ktunaxa, Secwépemc, and Métis Nations.

Advancements in Corporate Services and Finance

In 2025, the Corporate Services and Communications department published over 50 news releases and public notices, alongside more than 230 social media posts. This outreach supported local businesses and community events, fostering greater engagement with residents.

The Finance department bolstered its team by filling three key vacancies, enhancing its capacity to manage over 80 operating and capital projects valued at more than $9.5 million. These projects included the administration of grants totaling over $2.5 million. Furthermore, the department initiated a long-term financial planning strategy, integrating asset management principles to ensure sustainable decision-making.

The introduction of new policies, including a Privacy Policy and Freedom of Information and Protection of Privacy Bylaw, aimed to enhance transparency and protect personal information. A new Responsible Pet Ownership Bylaw was also introduced, with adoption anticipated in early 2026.

Infrastructure and Public Works Developments

Public Works made significant strides in infrastructure during 2025. The completion of the 8th Street South Repaving Project marked a key achievement, as did the acquisition of a new street sweeper. Upgrades to the Town’s water system were also prioritized, with Well 7 design finalized for construction in 2026. This project aims to enhance the community’s water system resilience and support growth for the next 20 to 25 years.

The Town also rehabilitated approximately 650 linear meters of sanitary pipe, a measure that will extend the life of existing infrastructure while accommodating future development needs. A comprehensive review of water and sewer utility rates was conducted to address rising operational costs and fund priority capital projects.

Recreation and Community Engagement

In the area of recreation, the Town extended the operational season for the arena by two weeks during spring break, responding to strong demand from local user groups. The success of this pilot program has led to plans for further extensions, including hosting the U18 provincial championships in spring 2026.

The Whitetooth Legacy Project is also progressing, with the construction of new pickleball and tennis courts nearly complete. Despite delays due to environmental concerns, the project is expected to enhance recreational offerings in the community.

Community engagement initiatives flourished, with significant growth in drop-in programs, including a 65% increase in group fitness classes and an 8% rise in drop-in volleyball participation.

The Golden Fire Department reported zero workplace injuries in 2025, reflecting the effectiveness of their safety protocols. Additionally, the department expanded its capacity by recruiting new firefighters and establishing a standby shift schedule for nights and weekends, ensuring community protection around the clock.
