Speaking at a virtual press conference, Anand emphasized the importance of dialogue among party members, stating, “The Liberal Party of Canada has always been a party with numerous viewpoints, and we welcome diversity.” She highlighted that this diversity is one of the party’s strengths and looks forward to hearing from her colleagues.

Shifting Stances on Iran Conflict

The context for Anand’s comments stems from a statement issued by Prime Minister Mark Carney on February 25, 2023, where he supported U.S. and Israeli military actions aimed at preventing Iran from acquiring nuclear weapons. Carney clarified that Canada would not participate in a combat role, distancing the country from Operation Epic Fury. This position has sparked internal dissent, notably from Will Greaves, a Liberal MP from Victoria, British Columbia, who criticized Carney’s endorsement of military strikes as inconsistent with international law. In a video posted on YouTube, Greaves stated, “Canada cannot endorse the unilateral and illegal use of military force…”

Since that initial statement, Carney’s position has evolved. While on an international trip to India, Australia, and Japan, he expressed regret regarding the strikes, describing them as potentially inconsistent with international law and calling for de-escalation. During a press conference, Carney did not dismiss the possibility of Canada taking a military role, noting that “one can never categorically rule out participation.” He emphasized that Canada would defend its allies when the situation warrants.

Responses from Military and Government Officials

The situation has drawn further scrutiny, with opposition figures like Conservative Foreign Affairs Critic Michael Chong labeling the government’s position as “totally incoherent.” In response, General Jennie Carignan, Canada’s Chief of the Defence Staff, announced plans to meet with European counterparts to discuss military options to support Gulf states, although she ruled out Canadian involvement in the Israeli-U.S. operation.

As the conflict escalates, retaliatory strikes on Gulf nations, including Bahrain and Saudi Arabia, have intensified. In light of this, Anand confirmed that her focus remains on providing consular services to Canadians in the region. Currently, there are approximately 108,000 Canadians registered with Global Affairs Canada, with about 3,500 seeking assistance to leave.

Anand outlined the government’s logistical efforts to facilitate departures, including a chartered flight from Dubai to Istanbul scheduled for February 25, 2023, aimed at carrying 180 Canadians. Additionally, arrangements are being made with Air Arabia and Emirates for further flight options, expecting about 150 individuals to depart through these bookings over the weekend. Since the conflict began, the government has secured 325 seats from Beirut and arranged for 180 seats on buses from Qatar to Saudi Arabia starting Saturday.

In reiterating Canada’s stance on the Iran conflict, Anand stated that the country has long advocated for the dismantling of Iran’s nuclear program. She emphasized that while Canada acknowledges the actions of the U.S. and Israel, there is “no blank cheque” regarding military operations, affirming that all actions must adhere to international law. “The safety and security of civilians is of the utmost importance,” she added, underscoring the need for de-escalation in discussions with partners in the Middle East.
