Delcy Rodríguez Takes Interim Presidency After Maduro’s Capture
In a surprising turn of events, Delcy Rodríguez has assumed the role of interim president in Venezuela following the capture of her ally, Nicolás Maduro, by U.S. forces during a nighttime military operation. The announcement, made on March 30, 2024, has intensified the political landscape in a country already fraught with uncertainty and division.
Rodríguez, who served as Maduro’s vice president since 2018, has been a prominent figure in the Venezuelan government, overseeing the country’s oil-dependent economy and its intelligence services. Following a ruling from Venezuela’s high court, she stepped into the interim presidency, supported by military leaders. In her first televised address, Rodríguez made it clear that she would not align with the U.S. administration, labeling its officials as “extremists.”
“The only president of Venezuela is Nicolás Maduro,” Rodríguez asserted, surrounded by military and civilian leaders. She condemned U.S. actions against Venezuela, framing them as violations of international law.
Rodríguez’s rise to power comes at a critical juncture. U.S. President Donald Trump had previously indicated that Secretary of State Marco Rubio had been in contact with her, suggesting a willingness to work with the interim leader, unlike her predecessor. However, Trump later warned Rodríguez that failing to meet expectations would result in severe consequences, hinting at the precarious nature of her position.
The interim president’s credentials are notable. A lawyer educated in both Britain and France, Rodríguez’s political lineage is rooted in leftist ideology. Her father, a socialist leader, faced imprisonment for his political activities and died in custody. Unlike many other high-ranking officials in Maduro’s administration, neither she nor her brother, Jorge Rodríguez, who heads the National Assembly, has faced criminal charges in the U.S. Nevertheless, Rodríguez endured sanctions during Trump’s first term due to her role in undermining democracy in Venezuela.
In her various government roles, including minister of economics and foreign affairs, Rodríguez has been instrumental in attempts to stabilize Venezuela’s economy, which has suffered from rampant inflation and turmoil. Observers note her close ties with military leaders, crucial in a country where the armed forces have historically played a significant role in political matters.
Ronal Rodríguez, a spokesperson for the Venezuela Observatory of Rosario University in Bogotá, Colombia, remarked, “She has developed very strong ties with elements of the armed forces and has managed to establish lines of dialogue with them, largely on a transactional basis.”
As Rodríguez settles into her role, questions arise regarding the future of her leadership and her relationship with the U.S. administration. Geoff Ramsey, a senior fellow at the Atlantic Council, suggested that her strong rhetoric against the Trump administration may be a strategy to maintain her revolutionary credentials among her peers.
Venezuela’s constitution mandates that an election be held within 30 days if a president becomes permanently unavailable. However, the Supreme Court has classified Maduro’s absence as temporary, allowing Rodríguez to govern without an immediate election. This decision raises concerns about her potential to extend her rule beyond the initial 90-day period typically allotted for an interim president.
The unfolding political situation in Venezuela remains fluid, with implications for both domestic governance and international relations. With Rodríguez at the helm, the country faces a critical moment that will determine its path forward amid ongoing economic and social challenges.
