Jihadist Threat Heightens Tensions Along Senegal-Mali Border

Concerns are rising in eastern Senegal as residents grapple with the increasing threat of jihadist violence along the border with Mali. On July 1, 2023, gunfire erupted in the Malian village of Diboli, directly across from the Senegalese town of Kidira, awakening locals like mechanic Ibrahima Mbodj. The attack, which resulted in at least one civilian casualty, was claimed by the Group for the Support of Islam and Muslims (JNIM), an organization linked to Al-Qaeda. This incident marks a worrying trend as jihadist activities have begun encroaching on Senegal’s borders, raising fears among communities that have previously felt safe.

Historically, jihadist attacks in Mali have primarily been confined to northern and central regions. However, recent months have seen a disturbing expansion towards the western areas, including the nearly 500-kilometre (310-mile) porous Mali-Senegal border. According to a study by the Timbuktu Institute, JNIM has significantly escalated its operations in southwestern Mali, with ambitions to establish a foothold in Senegal.

On the morning of the Diboli attack, Mbodj was preparing for dawn prayers when the gunfire pierced the calm. “It was very loud and lasted for several minutes. It was only afterwards that I learned it was a jihadist attack,” he recounted. Since that day, anxiety has gripped him; he now personally picks up his three children from school and limits his trips across the border, where he used to frequently purchase used motorcycle parts.

Local sentiment is mixed. Many residents express fear and caution, while some remain confident in the capabilities of Senegal’s military forces. Coumba, a villager living near the border, described the attack as “terrifying,” noting that she now locks her doors at night, venturing out only after sunrise. Aboubacry Diop, director of Kidira’s community radio station, observed that the attack created a palpable sense of fear in the community, with streets emptying in the days following the incident.

Despite these fears, daily life in Kidira has gradually resumed, though the memories linger. Amadou Massiga, a local hardware store owner, remains optimistic, asserting that he believes jihadists will not target Senegal. “In terms of security, the jihadists know we have the means to fight them,” he stated, expressing confidence in the nation’s military capabilities.

In response to the growing threat, Senegalese authorities have bolstered security measures in the area. This includes an increased military presence and the deployment of armored vehicles to secure the bridge linking Senegal and Mali. Enhanced border controls and regular patrols by elite gendarmerie units have also been implemented. According to a West African security source, Senegal possesses a military force that jihadists would hesitate to confront.

The Timbuktu Institute emphasizes that the social cohesion and religious moderation in eastern Senegal serve as significant defenses against JNIM’s influence. However, tackling the jihadist threat will require more than military might; it demands increased awareness and development projects to alleviate poverty and inequality in the region.

In early February 2024, Senegalese President Bassirou Diomaye Faye embarked on a three-day economic tour of the area. His visit aimed to promote local economic growth and emphasized the need for a stronger “state presence” to support vulnerable communities.

As the situation unfolds, Diop continues to urge local citizens to remain vigilant and cooperate with security forces by reporting any suspicious activities. The unfolding dynamics along the Senegal-Mali border highlight an urgent need for both security and socio-economic interventions to ensure the safety and well-being of the local population.
