Thailand and Cambodia Clash Over Alleged Truce Violation
Thailand has accused Cambodia of violating a 10-day-old truce after a cross-border incident resulted in the wounding of a Thai soldier. The conflict, rooted in a long-standing border dispute, escalated when Thailand’s military reported that mortar fire from Cambodia struck its territory in Ubon Ratchathani province. In contrast, Cambodian officials described the event as an explosion from a “pile of garbage” that injured two of their soldiers.
The tensions between the two Southeast Asian nations are not new. Last year, military clashes erupted multiple times along their 800-kilometre border, particularly intense fighting in December that resulted in numerous casualties and displaced around one million people. The nations reached a fragile ceasefire on December 27, 2023, after three weeks of violence.
On Tuesday, the Thai army issued a statement asserting that Cambodia had breached the ceasefire agreement. They reported that one soldier sustained injuries from shrapnel following the mortar fire. Later, the Thai military indicated that Cambodian forces had communicated with them, claiming the incident occurred due to an operational error with no intention to target Thai territory.
Cambodia’s defense ministry spokesperson, Maly Socheata, countered the accusations, stating that the two soldiers were injured during routine duties when an explosion occurred in the Preah Vihear province, which is situated directly opposite Thailand’s Ubon Ratchathani. She noted that the two injured soldiers were hospitalized but did not address the mortar fire allegations.
The region is known as the Emerald Triangle, where the borders of Thailand, Cambodia, and Laos converge. Tensions flared in May when a Cambodian soldier was killed in a firefight with Thai troops in the same area, reigniting the border conflict.
Thailand’s Prime Minister Anutin Charnvirakul confirmed that his government had formally protested to Phnom Penh regarding the alleged truce violation. He mentioned that while military contacts indicated the incident was an accident, he sought clarification on accountability. Charnvirakul emphasized that Thailand possesses the capability to respond, despite Cambodia being considerably outgunned.
The historical context of the conflict dates back to colonial-era border demarcations, with both nations claiming territories that include ancient temple ruins. The December truce had included commitments to cease hostilities, freeze troop movements, and collaborate on demining efforts along the border. Following the truce, Thailand released 18 Cambodian soldiers who had been detained since July, a gesture described by Thailand’s foreign ministry as a step towards goodwill and confidence-building.
Just a week after the truce was established, Cambodia called on Thailand to withdraw its forces from specific border regions, which Cambodia claims as its own. The Thai military has continuously rejected these claims, asserting that its presence in these areas is legitimate.
To facilitate dialogue, Cambodia’s defense ministry proposed a meeting of a bilateral border committee in Siem Reap this month, aimed at addressing border surveying and demarcation. However, discussions regarding the boundary’s precise location may need to wait until after Thailand’s upcoming elections scheduled for February 8, 2024.
As diplomatic efforts continue, the situation remains tense, reflecting the complex interplay of history, nationalism, and military readiness in the region.
