Concerns Rise Over Health Care Coverage for Campobello Island Residents

Officials are raising alarms about health care access for residents of Campobello Island, following a significant change to Medicare coverage. On March 15, 2024, Kathy Bockus, a Member of the Legislative Assembly for St. Croix, expressed her worries over a recent announcement that the Lubec Medical Centre in Maine would no longer cover regular doctor visits for island residents under Medicare.

During a supplementary estimates session, Bockus highlighted comments made by the finance minister, who stated that the budget would cover out-of-province medical visits for New Brunswick residents. However, Bockus indicated that the Lubec Medical Centre had informed Campobello residents of the upcoming changes, which she described as alarming given the limited health care options available on the island. “For years, they have received their medical care from Lubec,” she noted.

Access Challenges for Campobello Residents

Campobello Island, located between New Brunswick and Maine, faces unique challenges regarding health care accessibility. The island’s only connection to the mainland is through a ferry service that operates seasonally or via travel through the United States. Furthermore, the island lacks essential services, including grocery stores and gas stations, making residents heavily reliant on cross-border access for their daily needs.

In a recent social media post, Harvey Matthews, the Mayor of Campobello Island, acknowledged the changes affecting Medicare coverage. He shared an unsigned letter indicating that regular non-urgent office visits would no longer be covered, while urgent visits would maintain no-cost status for islanders. Matthews expressed his concern about the implications of these changes and his commitment to advocating for a larger medical facility on the island.

The island was notably absent from the initial list of sites designated for collaborative clinics aimed at improving health care access for those without primary care providers. Although a clinic is being established in St. Stephen, it requires relocation due to space constraints at the Charlotte County Hospital. Meanwhile, St. Andrews has signed a memorandum of understanding with the Horizon Health Network for renovations to its local clinic, which has drawn government attention.

In response to the growing concerns, Dr. John Dornan, the Health Minister of New Brunswick, emphasized the importance of the agreement between the provincial government and the Lubec Medical Centre. He stated that the centre had been providing services beyond the terms of their agreement, including non-urgent laboratory and radiology services, which could safely be conducted in New Brunswick. According to Dornan, the changes pertain only to services that can be offered on the island or at the Charlotte County Hospital.

“We are actively engaged in discussions with the Regional Medical Centre in Lubec to identify solutions that minimize any impact on residents while also respecting the operational realities faced by the service provider,” Dornan stated.

As the situation develops, the Maine Department of Health and Human Services has been contacted for further comments, but a response is still pending.
