Kawartha Lakes Council Reflects on Achievements and New Leadership
The Kawartha Lakes Council held a significant meeting on December 9, 2023, where outgoing Deputy Mayor Charlie McDonald delivered his final report, highlighting key accomplishments during his two-year term. The session provided an opportunity for reflection on progress made and a transition into new leadership as the council prepares for the next chapter.
In his closing remarks, McDonald underscored the importance of collaboration with fellow council members and municipal staff. “Together we achieved a lot this year, even with all the challenges we face,” he stated. He expressed gratitude for the support he received, adding, “It’s been very educational, it’s been very rewarding, and I couldn’t have done it without all of your support.”
A notable achievement during McDonald’s tenure was the implementation of the municipality’s Short-Term Rental (STR) program. He reported that the program is self-supporting and has successfully secured over $450,000 in grant funding over three years to enhance efficiency and response times. Customer service improvements were also a focal point, with new service standards established to ensure consistency and transparency in addressing residents’ inquiries.
Another priority for McDonald was housing stability. He emphasized the council’s commitment to equipping residents with resources to address renovictions, a pressing issue in the community. His experience during the March ice storm, where he served in the Emergency Operations Centre, has contributed to ongoing efforts to better prepare for large-scale weather emergencies.
As chair of the Budget Committee, McDonald highlighted what he termed historic investments in infrastructure and increased policing, all while adhering to cost control measures. Mayor Doug Elmslie commended McDonald for his contributions, stating, “I really appreciate everything he’s done over that period of time.” Elmslie noted that McDonald’s collaborative approach has been instrumental in navigating economic pressures and maintaining the council’s priorities.
Acknowledgment of McDonald’s work extended to Chief Administrative Officer Ron Taylor, who praised the improvements made in customer service and operational efficiency. Taylor remarked that the initiatives laid out this year will yield long-term benefits for both the municipality and its residents.
Following McDonald’s report, the council selected its next Deputy Mayor. Ward 8 Councillor Tracy Richardson, nominated by McDonald, was acclaimed to the position for a term beginning January 1, 2024. Richardson has played a vital role in leading major municipal projects, including the Growth Management Strategy and the Development Charges strategy.
In her acceptance speech, Richardson expressed gratitude to her colleagues and emphasized the strength and dedication she has observed within the council. “Serving alongside each of you has shown me the strength, dedication, and heart that drive our municipality forward,” she stated. She also outlined her focus for the upcoming year, which includes enhancing community engagement through the customer service strategy while building on the momentum established during McDonald’s term.
The December 9 meeting thus marked a pivotal moment for Kawartha Lakes, symbolizing both the conclusion of a productive leadership period and the promising potential of new leadership to guide the municipality forward.
