Canada Sees Surge in Student Visa Approvals in 2025
International students looking to study in Canada have reason to feel optimistic, as recent data indicates a notable increase in student visa approval rates for 2025. A report released by ApplyBoard, a Canadian educational technology company, highlights a rebound in approvals, particularly for undergraduate programs, signaling a recovery in Canada’s international education sector.
Between January and August 1, 2025, 57 percent of applicants for undergraduate student visas received approval, a level not seen since 2022. This figure represents a significant rise of 16 percent compared to the total approval rate for 2024. The report emphasizes that this surge in undergraduate approvals surpasses those for other post-secondary education categories, including college and postgraduate programs.
Provincial Trends in Approval Rates
The analysis reveals that nearly every province in Canada experienced an increase in undergraduate visa approvals during the first eight months of 2025. Nine out of ten provinces saw improved rates compared to the entirety of 2024. The report notes that while British Columbia and Ontario had the highest approval rates, Quebec and Alberta demonstrated the most significant increases, with approval rates climbing by 22 percent and 13 percent, respectively.
ApplyBoard’s findings suggest a revitalization of regional study opportunities in Canada. The report highlights consistent improvements across the Atlantic provinces, including Newfoundland and Labrador, Nova Scotia, and New Brunswick. This broad enhancement in approval rates indicates that undergraduate studies are thriving across diverse provincial regulatory environments, allowing educational partners to feel more confident in diversifying student placements.
International Perspectives on Approval Ratings
The report also examines approval rates based on the countries of origin for applicants. Of the twenty leading student populations vying for undergraduate positions, approval rates improved for thirteen of these groups during the first eight months of 2025 compared to the full year of 2024. Emerging student populations showed particularly encouraging trends. For instance, while students from Indonesia, Japan, and Hong Kong maintained high approval rates exceeding 90 percent, countries that typically faced tougher approval challenges saw notable growth.
The report highlights that the approval rate for Nigerian students increased by 10 percentage points over the previous year, with substantial gains for students from Pakistan and Egypt as well. This upward trend reflects a broader commitment to fostering educational opportunities for international students.
Data for this report was sourced from the Immigration, Refugees and Citizenship Canada (IRCC) between January and August 2025. It specifically pertains to new study permit applications. ApplyBoard notes that applications for undergraduate studies tend to have higher approval rates during the first half of the year compared to the latter half. Therefore, while full-year approval rates for 2025 might see a slight seasonal dip, the overall trajectory remains positive compared to 2024.
Despite budgetary concerns raised by the Canadian government, which announced plans to halve international student permits in the 2025 federal budget, the current data reflects a strong potential for the international education sector in Canada. The robust approval rates underscore the university pathway as a reliable option for students looking to advance their education in Canada.
