Gaza Prepares for Winter Rain Amid Ceasefire Negotiations

As winter rain approaches, residents of Gaza face dire conditions. Thousands of displaced individuals are bracing for another round of inclement weather, with families in Deir al-Balah preparing makeshift shelters that have barely held up against the harsh elements. Many have lived in these temporary tents for nearly two years, enduring the long conflict between Israel and Hamas that has ravaged the region.

In central Gaza, children played barefoot on the chilly sand while fathers reinforced fraying tents with salvaged wood. Shaima Wadi, a mother of four displaced from Jabaliya, described the ongoing struggle. “Every time it rains and the tent collapses over our heads, we try to put up new pieces of wood,” she said. “With how expensive everything has become, and without any income, we can barely afford clothes for our children or mattresses for them to sleep on.”

The situation is exacerbated by the recent weather-related fatalities. According to Gaza’s Health Ministry, which operates under the Hamas-run government, numerous deaths have resulted from hypothermia and the collapse of war-damaged homes, including that of a two-week-old infant. Humanitarian organizations have urgently called for more shelters and aid to be allowed into the territory, as emergency workers warn against staying in damaged buildings. Yet, with much of Gaza in ruins, safe havens are scarce.

Ahmad Wadi, another resident, expressed his desperation, saying, “I collect nylon, cardboard, and plastic from the streets to keep them warm. They don’t have proper covers. It is freezing, the humidity is high, and water seeps in from everywhere. I don’t know what to do.”

Meanwhile, on the political front, Israeli Prime Minister Benjamin Netanyahu is set to visit Washington as discussions continue regarding the second phase of a ceasefire initiative that began on October 10, 2023. Although the ceasefire has largely held, progress has been slow. The remains of the last hostage taken during the Hamas-led attack on October 7, 2023, which initiated the current conflict, are still in Gaza.

Challenges in advancing the ceasefire include establishing an international stabilization force, creating a technocratic governing body for Gaza, disarming Hamas, and executing further Israeli troop withdrawals from the territory. Both Israel and Hamas have accused each other of violating the truce. Since the ceasefire commenced, Gaza’s Health Ministry reported that 414 Palestinians have died and 1,142 have been injured. The ministry also noted that 679 bodies have been recovered from the rubble during this period, as conditions have become somewhat safer for search efforts.

The overall Palestinian death toll from the ongoing conflict has reached at least 71,266, with an additional 171,219 reported injuries, according to the Health Ministry, which does not differentiate between militants and civilians in its casualty counts. These figures are compiled by medical professionals and are generally recognized as reliable by the international community.

In a related development, Israeli Defense Minister Israel Katz announced the continuation of military operations in the West Bank town of Qabatiya. This follows an incident in which a Palestinian attacker killed two individuals in northern Israel on Friday. Katz stated that the army had “surrounded” Qabatiya and was operating “forcefully” in the area, a strategy Israel employs to locate militant infrastructure and prevent future attacks. However, rights organizations have criticized such operations as forms of collective punishment.

Residents of Qabatiya reported a strict curfew imposed by Israeli forces, as main roads were blocked with dirt barriers. “So basically, they’re punishing 30,000 people,” said local resident Bilal Hanash.

As the situation unfolds, the plight of Gazans remains critical, emphasizing the urgent need for international attention and humanitarian aid.
