Canada’s Agricultural Potential: A Strategic Opportunity Ahead
In a recent address at the World Economic Forum in Davos, Prime Minister Mark Carney emphasized the urgent need for countries to ensure their own food security. He stated, “A country that cannot feed itself, fuel itself or defend itself has few options.” His remarks highlight a pressing reality for Canada, where a significant portion of the food supply relies on imports, particularly from the United States.
As international relations grow increasingly complex, the implications for Canada’s food supply chain become critical. Much of the fresh produce consumed in Canada crosses borders, with a substantial amount produced in the U.S. or transported through American ports. This dependence raises concerns that a shift in U.S. policy could disrupt access to essential food sources.

According to research conducted by Dr. Evan Fraser of the Arrell Food Institute and Dr. Lenore Newman of the University of the Fraser Valley, Canada stands to gain significantly as global agricultural patterns shift. By the end of the century, many regions, particularly in the Southern U.S., Latin America, Africa, and Asia, will likely see decreased agricultural productivity due to climate-related issues.
The report suggests that Canada could become one of the world’s foremost food-producing regions by 2100, second only to Russia. With vast freshwater resources and a stable environment, the potential for Canada to assume a pivotal role in global food production is immense. Yet, this opportunity comes with risks, as geopolitical tensions may place Canada in the crosshairs of external interests.
The authors assert that Canada must strategically position itself as a global breadbasket. The question remains whether the nation can leverage its agricultural strengths to mitigate risks associated with political instability and climate volatility.

Over the past two decades, funding for agricultural research and innovation has declined significantly compared to other nations. This lack of investment mirrors a broader trend where the success of Canada’s food system has led to complacency in funding agricultural development. Without immediate action, the country risks falling behind in meeting both domestic and international food demands.
The authors advocate for a bold vision to transform Canada into a leading agricultural nation. They propose ambitious targets, such as doubling the number of agricultural jobs and increasing food production and its economic contribution. This vision requires a commitment to enhance funding for agricultural innovation and infrastructure to ensure that Canada can sustain its own food needs and serve as a reliable partner in global food supply.
