U.S. Offers 15-Year Security Assurance to Ukraine Amid Ongoing Conflict

The United States has proposed a security guarantee for Ukraine lasting 15 years, as stated by Ukrainian President Volodymyr Zelenskyy on Monday. Zelenskyy expressed a preference for a longer commitment of up to 50 years to effectively deter any future Russian aggression against Ukraine’s territory. This announcement follows a meeting between U.S. President Donald Trump and Zelenskyy at Trump’s Florida resort on Sunday, where they discussed the ongoing search for a peace settlement between Ukraine and Russia.

Despite the optimism expressed by Trump, who remarked that Ukraine and Russia are “closer than ever before” to a resolution, significant challenges remain. Key issues still under negotiation include the withdrawal of military forces and the status of the Zaporizhzhia nuclear power plant, one of the largest in the world, which has been under Russian occupation.

Zelenskyy emphasized to reporters that without robust security guarantees, the ongoing conflict is unlikely to reach a peaceful conclusion. He conveyed this message through voice notes sent via a WhatsApp chat, highlighting the urgency of the situation. Since 2014, Ukraine has faced ongoing military conflict with Russia, which annexed Crimea and supported separatist movements in the Donbas region.

Details regarding the proposed security guarantees have not been publicly disclosed. However, Zelenskyy mentioned that they would encompass mechanisms for monitoring any peace agreement and the involvement of international partners. Notably, Russia has previously rejected the idea of NATO troops being stationed in Ukraine, complicating the peace process.

In light of these developments, Russian presidential spokesperson Dmitry Peskov indicated that President Vladimir Putin and Trump are expected to have a conversation in the near future. Nonetheless, there has been no indication that Putin plans to engage directly with Zelenskyy.

In a further diplomatic move, French President Emmanuel Macron announced that allies of Ukraine would convene in Paris in early January 2024 to finalize their respective contributions to the security guarantees. Zelenskyy noted that Trump has expressed a willingness to consider extending U.S. security guarantees beyond the proposed 15 years, contingent upon approval from the U.S. Congress and the parliaments of other nations involved in the peace negotiations.

Zelenskyy also mentioned his intention to have a 20-point peace plan submitted for approval through a national referendum in Ukraine. However, achieving this would necessitate a ceasefire lasting at least 60 days, a requirement that Moscow has shown little interest in fulfilling without a comprehensive settlement being reached.

As the situation evolves, the international community continues to monitor the negotiations closely, recognizing their potential impact on regional stability and security. The prospect of long-term security assurances from the United States could play a pivotal role in shaping Ukraine’s defense posture and its future relations with Russia.
